Democrats have constantly been hitting President Trump as unfit for office and ineffective as well as his campaign’s alleged cahoots with Russia. But as Edward-Isaac Dovere at Politico notes, “none of it is working.” Indeed, Dems “are naive if they believe Trump’s historically low approval numbers mean a landslide is coming” in next year’s congressional midterms. Even “worse news” is that the policies they’re latching onto “test poorly” outside the party’s base. Pollsters say most voters may not approve of Trump personally, but they like that “he’s an outsider shaking up the system” and are “still inclined to give him a chance to succeed.” Fact is, “no single Democratic attack on the president is sticking.” Construction exec: Harvey Was Houston’s Finest Hour

Contrary to popular depiction, Hurricane Harvey “was not a catastrophe” for the city of Houston, contends Leo Linbeck III at the Houston Chronicle. On the contrary: It was the city’s “finest hour, evidence that our distinctive approach to self-governance works, even under the stress of a major storm.” After all, “94 percent of homes suffered no damage” and “92 percent of Houstonians never [lost] power.” And the overall damage was a comparatively minor 10 to 20 percent of annual regional economic output. Yet some are spinning a political narrative of failure, designed to change Houston’s urban “formula for success.” To them he says: “Back off. We will not let you turn our success into failure [in order] to serve your own agenda.” Foreign desk: Iraqi Kurds Deserve Independence

Iraq’s Kurdish community votes Sept. 25 on a resolution endorsing their own state, and Eli Lake at Bloomberg says they’ve earned it: “Its leaders have renounced terrorism. Their militias fight alongside US soldiers.” They’ve built “a parliament, universities and the infrastructure for an independent state.” And they’re pursuing independence “through a recognized legal process.” Yet “the Trump administration so far has worked assiduously” against the vote, believing passage “would weaken Prime Minister Haider al-Abadi . . . when he has been helpful in keeping Iraq together and leading the fight” against ISIS. But Kurdish leaders “have delayed it for years” and, says Lake, it’s time their community was allowed to “formally convey what anyone who has followed this issue already knows: Kurds deserve their own country.”

Education writer: Why Does School Start So Early?

By now, students have all begun the new school year, and as Lisa Lewis at Slate complains, “most of the nation’s public middle schools and high schools still start far too early — in the morning, that is.” The latest available data (2015-16) show “an average high-school start time of 7:59 a.m. and an average middle-school start of 8:04 a.m.” Yet the American Academy of Pediatrics recommends an 8:30 start time, based on the “myriad health and academic risks.” And the Centers for Disease Control has stressed “that school start times are a public health issue and should be treated as such.” Unfortunately, “many schools recognize the validity of the research and evidence but still find the change to be burdensome.”

From the right: The Way Forward on DACA

The political blowup over DACA is “a typical Trump-generated controversy,” says Richard Epstein at the Hoover Institution Web site. Trump is correct on the program’s “precarious legal status,” having been enacted by a dubious presidential executive order. But he’s also “guilty of an inexcusable obtuseness on the moral and political ramifications.” While it’s “impossible for the United States to absorb millions of immigrants at one time,” such “mass absorption is off the table if Congress focuses on Dreamers who meet DACA standards, while imposing tougher restrictions on new illegal entrants.” Legislatively enacting DACA as is “does not advocate a path to citizenship, which could easily have uncertain political ramifications.” And “keeping the program on a two-year cycle” leaves the matter “open for further deliberation.”
